If the battery gauge wiring has a short circuit, it will display a higher voltage than the battery is actually putting out. The current used to measure the battery output will be amplified and result in a higher level reaching the gauge.
The battery gauge measures the voltage output of the battery. If the level is to high, the battery risks damage. A short in the battery gauge wiring will cause a higher voltage level to be displayed.
